I live in St. Louis. I have a friend who just got a grant from the city giving her 5,000 to put a staircase in her one story home and open the attic up to include 2 bedrooms. As long as she stays in her home, for I think 2 years as you said, she doesn’t have to pay it back. I do know that the process took a while but the wait was worth it. She also had to get contractors approved with the city before the work was done, and after.

The US government does have grants of all kinds, but they are forever changing the rules as to whom can take advantage of each one. I don’t know of a website that talks specifically about the grant you seek, but I do know of a government site that you can explore likely includes what you are looking for.
